TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
On or about December 28, 2000 the City of Gallatin will request the State of Missouri to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project.
Sanitary Sewer Collection and Treatment System Upgrading Project
Sanitary Sewer System Extension
Treatment Plant Improvements

Finding of No Significant Impact
It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly, the City of Gallatin has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190).
The reasons for such decision not to prepare such Statement are as follows:
1. There will be no significant effects on the quality of the human environment, rather the
proposed project will improve the localized environment by eliminating untreated sewage
discharge in certain areas of Gallatin city limits.
2. An improved city sewage treatment plant will be better capable of meeting state and federal
regulations, will operate more efficiently, and will be improved as to capacity to enable the
facility to treat additional waste collected by the sewer system extensions.
An environmental Review Record respecting the within project has been made by the City of Gallatin which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Review Record is on file at the Gallatin City Hall and is available for public examination and copying upon request at City Hall between the hours of 8:00 a.m. and 4:00 p.m.
No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds.
Public Comments of Findings
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the City of Gallatin to the Office of the Mayor. Such written comments will be received on or before December 28, 2000. All such comments so received will be considered and the City will not request the release of Federal funds or take any administrative action on the within project prior to the date specified in the preceding sentence.
Release of Funds
The City of Gallatin will undertake certain portions of the project described above with Block Grant funds from the State of Missouri under Title I of the Housing and Community Development Act of 1974. The City of Gallatin is certifying to the State that Gallatin and chief executive office or other certifying officer of applicant approved by the State, in their official capacity consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews decision-making and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Gallatin may use the Block Grant funds and the State will have satisfied its responsibilities under the National Environmental Policy Act of 1969.
Objections to State Release of Funds
The State will accept an objection to its approval only if it is on one of the following bases: (a) that the certification was not, in fact, executed by the certifying or other officer of applicant approved by the State; or (b) that applicant’s environmental review record for the project indicates omission of the required decision finding or step applicable to the project in the environmental review process. Objections must be prepared and submitted in accordance with the required procedure (24CFR Part 58) and may be addressed to the Missouri Department of Economic Development CDBG Program, PO Box 118, Jefferson City, MO 65102
Objections to the release of funds on basis other than those stated shown above will not be considered by the State. Objections must be submitted within 15 days following the receipt of the Request of Funds by the State.
