Many residents of Daviess County and the surrounding area hoping to purchase or repair a home, or fund a community development project relied on USDA Rural Development in fiscal year 2000 according to Dan Jackson, manager of the Chillicothe office that serves the area.

During the fiscal year, which ended Sept. 30, Jackson said Rural Development helped provide housing to area residents in the form of 62 direct and guaranteed single-family home purchase or repair loans and grants totaling approximately $3 million.

Jackson said the 62 home loans and grants is the highest number ever made by the Chillicothe office. Jackson said, “I’m very proud of the accomplishments of the Chillicothe office – many people have better homes because of our efforts and this is important for the continued development of the region and the well-being of the population.”

In addition, Jackson said the office put considerable effort into the many group programs administered by Rural Development. This consisted of reviewing and inspecting the numerous multi-family housing complexes in the area, making community facility and guaranteed business and industry loans and work on many other programs administered by the State and Area offices.

Rural Development was active on a statewide basis during the year as well. William T. Shay, State Director for Missouri Rural Development, said, “USDA Rural Development provided $230 million in financial assistance to rural Missourians during fiscal year 2000.”

He said the funds provided quality housing, good jobs, clean drinking water, and reliable modern essential community facilities, adding that 3,908 outreach contacts were made with technical assistance delivered to 1,242 residents or communities.

Shay said that in the housing program, $88 million was loaned or guaranteed to 1,941 rural families to help them purchase homes. He said this included $1.5 million of financial assistance in the form of loans and grants to 442 very-low income residents, including senior citizens and disabled individuals, to help them make repairs to their homes.

Shay said that Rural Development guaranteed $30.6 million of loans that were made by banks to business and industry. These loans were made to help retain or bring new retail, service and manufacturing businesses to rural Missouri. As a result, 622 jobs were created for Missouri rural areas.

Shay said that in the water and waste loan and grant program, $25.2 million in financial assistance helped provide safe drinking water and sanitary sewage systems to 13,086 families in 30 communities.

He added that in the community facility program $2.7 million in funds were provided to 21 communities for projects including fire departments, child care centers, county health departments, sheltered workshops and others.

He also said that several cities, communities and counties were recipients of $1.6 million in various grants to help with the planning, training, surveys, and essential infrastructure in support of economic and community development activities.

The Rural Development office that serves Daviess County is located at 1100 Morton Parkway in Chillicothe. The low income housing program it administers consists of direct government loans and grants for home ownership and repair. To qualify, individuals must meet low and/or very low income guidelines.

In addition, the agency guarantees home ownership bank or commercial loans to individuals of moderate income or less.

Rural Development also has a number of community-oriented, group programs such as community facility loans, guaranteed business and industry loans, water and sewer loans and grants and other programs.
