City taking steps to terminate franchise agreement with Galaxy Cablevision.
The Mayor announced that a letter of resignation was received from Alderman Larry Barnes on Oct. 24, 2000, during the regular meeting of the Gallatin Board of Aldermen held on Nov. 13, 2000, at City Hall. Mr. Barnes gave no reason for his resignation. His resignation was accepted and a vacancy was declared in the West Ward.
In other business at Monday’s meeting, the board was informed that a citizen is interested in circulating a petition to allow liquor by the drink within the city limits. If submitted timely and certified, a question will be placed on the April ballot.
The board allowed a previously issued letter of intent to grant a liquor license to Cecilia Cecil to be valid for CD’s Tackle Box.
During new business, the mayor and board reviewed and discussed proposed revenues and expenditures for the Utility Fund of the 2001 Budget with Superintendent of Utilities Roger Loxterman and Natural Gas Superintendent Kenneth King.
City Administrator Jason Helton reported during his comments that City employee Chad Youngs has earned his class D water operator’s license as certified by the State Department of Natural Resources.
The Mayor’s Christmas Tree Lighting will take place on the Courthouse lawn at 6 p.m. on Nov. 24, 2000. Activities will include live remotes by radio station Z101.7, carols by the school choir, and a visit by Santa Claus.
Monthly curbside recycling for city residents will take place Friday, Nov. 17, 2000.
The board was updated on the status of the franchise agreement with Galaxy Cablevision. Galaxy Cablevision appears to be in violation of the agreement with the City and the board asked the city administrator to begin the process of terminating the franchise agreement.
A resolution to recognize and commend Deputy Jerry Baldwin for his prior serve as a police officer for the City was approved.
Chief of Police Jim Wycoff reported that the citizen’s advisory committee on animal control has received $370 in donations to help defray costs associated with the adoption of animals. He stated that the committee is an example of community policing and is in response to the priorities cited in the citizen surveys completed earlier in the year.
Chief Wycoff also reported that the DARE program has received a donation of approximately $300 from the operation of the haunted house staffed by Sgt. Richards and many volunteers.
Chief Wycoff updated the board on letters sent to property owners citing nuisances and abandoned vehicles.
Bills in the amount of $63,385.83 were approved for payment.
During public comment, Gene Schweizer inquired about the 2001 budget and overall city finances.
During comments by aldermen, Bob Snidow asked for a monthly report on city meter deposits and water sales to the rural water district.
Mayor Davis asked Chief Wycoff about the status of notification regarding the removal of abandoned vehicles.
The above are the unapproved minutes of the regular meeting for the City of Gallatin held on Nov. 13, 2000, at City Hall. Present were Mayor L.B. Davis, Aldermen Bob Snidow, Norma Griffin and Shonna Morrison, and City Administrator Jason Helton. Citizen in attendance was Gene Schweizer. Alderman Morris was excused from the meeting at 6:25 and returned at 7:45.
