Mayor L.B. Davis led a discussion on possible strategies for financing a street improvement program during the regular meeting of the Gallatin Board of Aldermen held April 24, 2000, at City Hall. Options include a transportation sales tax, a capital improvement sales tax, and neighborhood improvement districts. After discussion, the board asked City Administrator Jason Helton to develop an ordinance and possible ballot question for a capital improvement sales tax. Further discussion and consideration will occur at future meetings.
Other new business included Bob Snidow elected as president of the board of aldermen, Roger Loxterman was appointed Planning and Zoning Administrator, and Eric Kloepping was appointed Fire Chief.
The board appointed the law firm of Andereck, Evans, Milne, Peace & Johnson as city attorney, with William Lewis serving as primary attorney.
Police Chief Jim Wycoff indicated that property owners previously contacted regarding nuisance properties have either abated the nuisance or are in the process of abating the problem. The process will continue as additional nuisance properties are identified.
Chief Wycoff reported his involvement with the Daviess County Victims’ Advocacy group.
Chief Wycoff stated that Officer Jeff Spencer will return to reserve officer status and a new full-time officer will begin duties on April 28, 2000.
City Administrator Helton reported that as a result of the Healthy Communities Forum in Gallatin, a group is organizing a city-wide trash clean-up on May 6, 2000, from 9-11 a.m. in which social and service clubs as well as volunteers are being encouraged to participate.
During public comment, Gene Schweizer expressed a number of concerns related to the natural gas system and city finances.
During comments by aldermen, Norma Griffin congratulated Mr. Helton on his election as treasurer of the Green Hills Regional Planning Commission. Mrs. Griffin reported attending an informational meeting by Premium Standard Farms.
Shonna Morrison inquired about attending the Missouri Municipal League’s Newly Elected Officials training conference.
Larry Barnes expressed his appreciation to the police department for patrolling the school speed zone. He asked Chief Wycoff to look into two additional potential nuisance properties.
Mr. Barnes expressed his concern about potential damage to the concrete and temporary road in the Business Park as a result of use by large commercial vehicles. After discussion, the board asked that the temporary road be closed at the Business Park.
Robert Snidow inquired about the status of the natural gas refinancing.
Bills in the amount of $78,776.03 were approved for payment.
City Hall will be closed Thursday, May 18, so that the clerks can attend a training session.
