Carl Carder reported that he had contacted Missouri Department of Transportation requesting "horse-drawn vehicle" signs on State Routes M, J, 13, CC, and D. The state will place those signs, with Chris Cole as the contact person. The commission will contact the landowners informing them of the law regarding reflectors on their transportation vehicles and equipment.

James Lewis, bridge supervisor, met with the commission regarding plans for bridge improvements, construction in Jefferson Township, and equipment repairs. They also discussed needs for the coming year.

Bills were audited and paid.

Gary Holcomb and Mike Bohannon, Marion Township met with the commission reporting the resignation of Mr. Bohannon, following moving from the township. They recommended Axel Olson be appointed to fill the vacancy. David Cox moved to appoint Mr. Olson as Trustee of the Township. Carl Carder seconded. Cox – yes; Carder – yes; Sims – yes.

The extension council met with the commission to make their annual budget presentation. Their request was the same as the past two years.

Betty Harmison, assessor, met with the commission to present her two-year plan for the office.

Daren Adkins, associate circuit judge, and Ben Becerra, sheriff, met with the commission discussing security of equipment and the need for more office space in the courthouse.

Following discussion, Carl Carder moved to pay a mileage allowance of 50 cents per mile in the 2012 budget. David Cox seconded. Cox – yes; Carder – yes; Sims – yes.

A landowner met with the commission regarding the bridge closed last week. No time table has been determined for reopening the bridge at this time.

These are the unapproved minutes of Dec. 19, 2011. All commissioners were in attendance. Minutes were approved.

Courthouse Closed

The courthouse will be closed on Monday, Dec. 26, and on Monday, Jan. 2, in observance of Christmas and New Year’s Day.

Circuit Court

Cases bound over from the Associate Division to the Circuit Court: State vs. Vincent V. Quang, Des Moines, Iowa, possession of controlled substance with intent to distribute.

Civil cases filed: Jason S. Hines, Kansas City, vs. Rachel Toney, Altamont, dissolution of marriage.

Associate Division

Breach of contract: A default judgment was entered for Capital Premium Financing Inc. And against Randall L. Turner.

Suits on account: Default judgments were entered for St. Luke’s Health and against Amy L. Manning; and for Midland Funding LLC and against Mary Ness. A consent judgment was entered for Midwestern Health Management and against William D. Browning.

Landlord complaint: Larry G. Chipman vs. Carl E. Holcomb was dismissed by the parties.

Sheriff’s Office

James Ellis reported a burglary at his Altamont residence on Dec. 15. When he arrived home from work at 8 a.m., the front window was broken. Missing items include a flat screen TV, rifles, a Dell laptop, CB radio, train set, and DVD player with a total value of $2,300.

Russell Heldenbrand of MFA Oil reported the theft of some fuel tanks on Dec. 16. The tanks had been delivered to the Vince Walton residence on V Highway, Jamesport. Mr. Heldenbrand was unable to locate the tanks and other property that had been delivered to the property. He said the tanks have been missing since approximately Dec. 9. The missing property is valued at over $3,000.

Aaron Roberts, 36, Pattonsburg, was arrested Dec. 16 for felony endangering welfare of a child. He is being held on $35,000 bond.

Donald Beshears, 26, Jamesport, was arrested Dec. 19 on a parole violation for felony forgery and possession of marijuana. Bond was denied.

Mary Bass, 21, Gallatin, was arrested Dec. 17 for misdemeanor DWI, second offense. She posted $1,000 bond.

Jackie Wynne, 57, Bethany, was arrested Dec. 17 for misdemeanor DWI, held for 12-hour detoxification, processed and released with a summons.

Stephen L. Ott, 38, St. Joseph, was arrested Dec. 13 for failure to appear on a misdemeanor charge of no valid license. Bond was set at $1,400.

Mohammed Khelsoy, 23, St. Anthony, Minn., was charged Dec. 16 with misdemeanor possession of marijuana. He posted $500 bond.

Anthony Ferreira, 24, Independence, was arrested Dec. 18 for failure to appear on an original misdemeanor charge of no valid license. He is being held on $2,800 bond.

Michael King, 32, Trenton, was arrested Dec. 19 for failure to appear on a misdemeanor charge of passing bad checks. He is being held on $300 bond.

Taylor Cullers, 19, St. Paul, Minn., was arrested Dec. 16 on misdemeanor charges of possession of marijuana, paraphernalia, and possession of liquor by a minor. He posted $1,000 bond.
