Notice given to proceed with sewer project, ordinances signed for Missouri Gas

The city of Gallatin held a pre-construction meeting in regards to the sewer project following their regular meeting on Monday, Nov. 22, at the shelter building in Dockery Park.. USDA, Green Hills and Snyder Engineers went over policies and procedures for the project with the board. The contract documents were signed by the city, USDA, Green Hills, Sterling Excavation and Irvinbilt Company.

Notice to proceed will be given to Sterling and Irvinbilt on Monday, Nov. 29, and work can begin at that time.

During the regular meeting Monday, an ordinance was passed granting to Missouri Gas Utility, Inc., its successors and assigns, the nonexclusive privilege to construct, maintain and operate a gas system with all necessary mains, pipes, services, appliances and other appurtenances incidental thereto, in, under, across, and along the streets, lanes and alleys of the city of Gallatin, for the purpose of furnishing gas to said city and the inhabitants thereof for a period of 20 years from the first day of December, 2004, establishing a franchise fee; and prescribing the terms and conditions of said grant; and to provide for publication and the effective date of this ordinance.

An ordinance was accepted by the board prescribing regulations and rates to be charged for the facilities and services made available by the sewerage system of the city of Gallatin, prescribing for disconnection for non-payment of accounts and a reconnection charge, and repealing all ordinances in conflict herewith.

An ordinances approving and authorizing an advance agreement by and between said city and the Missouri Public Utilities.

An ordinance authorizing the issuance of 1,950,000 aggregate principal amount of combined waterworks and sewerage system revenue bonds, series A and series B of Gallatin, prescribing the form and details of said bonds and the covenants and agreements to provide for the payment and security thereof, and authorizing certain actions and documents and prescribing other matters relating thereto.

The board passed a motion to adopt USDA Water and Wastewater System Grant.

City Administrator Dougherty submitted first set of invoices regarding sewer project.

Jim Weidinger with the USDA went through process of approving the invoices and paying bills with regard to the sewer project. Bills in the amount of $202,000 were approved in conjunction with the project.

During comments by aldermen, Pat Baker stated she had complaints about sidewalks in front of some businesses and asked who was responsible for the sidewalk. Mr. Dougherty stated it was the store owner’s responsibility. Mrs. Baker requested the city administrator send letters to the store owners requesting the sidewalks be fixed.

Bills in the amount of $18,841.91 were approved for payment.
