Protecting Victims of Sexual Assault

by State Rep. Dan Hegeman

Earlier this session, I was contacted by a constituent who was having a difficult time protecting his adopted daughter (a minor) from being contacted by her biological father — the very individual who sexually assaulted her years ago. Though the adoptive father searched for some measure of legal remedy, he was unable to find a satisfactory solution under current state law. What the adoptive father

Budget Sent to the Governor

by State Rep. Dan Hegeman

This week, the Missouri General Assembly completed work on the final version of the state’s budget for Fiscal Year 2016, and it is now on its way to the governor’s desk. The $26 billion budget manages to provide a record level of funding for K-12 public education, while also attempting to address the unsustainable growth of our state social welfare programs.

As I said when

Capitol Report: Letter to the District

Dear Fellow NW Missourians,

Today concludes another productive week for legislators at the Missouri capitol, and the weeks to come are sure to get even busier. The Senate has followed the lead of the House and rejected a proposed pay increase for House Members, Senators and the Executive branch. The Dairy Revitalization Act has taken another step through the House toward eventually becoming law. And I was honored to be

Capitol Report: To Cut Taxes or Not to Cut Taxes?

by State Rep. Casey Guernsey

Over the course of the last few weeks undoubtedly you have heard quite a lot in the news regarding some legislation I co-sponsored to cut the income tax for every taxpayer in the state beginning next year. Unfortunately, this particular tax cut has been turned into a hyper-partisan issue. It’s hard to discern what is true and what is not.

It would be very easy

Capitol Report: Right to Farm on 2014 Ballot

by State Rep. Casey Guernsey

One of the most important accomplishments of this legislative year was passage of a ballot initiative to be sent to the voters protecting our right to farm. The proposed language will be on the ballot November 2014, allowing Missourians to vote to defend local farmers against powerful anti-farm organizations who have declared war on Missouri Agriculture, most recently with the HSUS (Humane Society of the

Capitol Report: Broad-Based Tax Relief

by State Rep. Casey Guernsey

Currently the House has adjourned until September for the annual veto session. I have been able to catch up on my “to do” list… well, at least a couple of those items. I’ve also been able to spend time with my family and begin planning several events for the interim in district.

I am very much looking forward to seeing everyone again. I will be

Capitol Report: Nixon Sends Data to the Federal Government

by State Rep. Casey Guernsey

If you’ve been following Missouri news, you’ve likely heard that the Department of Revenue, which operates the DMV, has been scanning, storing, and sharing private information with the federal government regarding our citizens who possess a carry concealed weapons (CCW) permit. We in the legislature have begun investigations and issued a subpoena in an attempt to answer at least two important questions.

First of all,

Capitol Report: What’s Going on at the DOR?

by State Rep. Casey Guernsey

Over the course of the last month it has been brought to the attention of the legislature the Department of Revenue has been collecting personal data of Missourians from our drivers licenses and concealed carry permits. This action is blatantly illegal and even after we in the General Assembly subpoenaed the department to investigate the matter, they have been evading our attempts to garner as

Capitol Report: Living Within Our Means

by State Rep. Casey Guernsey

Every day Missouri families and businesses are forced to operate within their own budgets, based on revenues and expenses. One of the best things going for the state of Missouri is the basic constitutional requirement that those of us elected to represent you in the legislature are required to craft the state budget based on the same basic philosophies as you folks at home. We
